When a million citizens need to be relocated out of a recurring flood basin, the trucks arrive at dawn, and by nightfall, entire villages are empty, ghosts in the making, while futuristic apartment blocks rise safely on the high ground twenty miles inland.

Efficiency. Speed. Scale.

These are the intoxicating promises of autocracy in an age of ecological collapse.

Yet, standing on that embankment, Chen feels a cold knot tighten in his stomach. He points to a jagged crack running down the face of a billion-dollar drainage tunnel meant to protect a newly minted tech hub fifty miles downstream.
